Yes. If it's making noise it would seem something must be wrong with it. A malfunctioning cooling fan can overheat and damage or destroy your CPU.

Bring out the hoover (seriously) I play a lot of music gigs with my PC, but am too skint to be able to afford a laptop. Any time I bring my tower home and set it up again, the fan makes loads of noise (I play at some horribly dirty clubs). Bring out the hose attachment for the hoover and (delicately and carefully) give the inside a once over.
Problem solved.

It would be wise to just replace it if it's making a noise as it's on it's way out and you wont know if it's actually stoped working untill it's burnt out your processor .

It may be clogged up with alot of dust, and may just need a clean, get a clean paint brush and give it a brush and then blow it to get the excess off

if you know what you are doing i would replace the heat sink and fan if you are not confident though i would get somebody who knows what they are doing or you could end up with an expensive door stop

use compressed air, you can find it at the local computer store (best buy, CompUSA, etc.). if that does not work, replace it.
