I heard that gangs are increasingly robbing drivers whose cars broke down on the freeway. If the driver gets out, the gangster would park their car behind the driver, get out, shoot him, and take his money. Like the way Bill Cosby's son died. Did anyone else notice an increase of this?

Although this story relates to what you say but, in a different way, it should happen more often.

IE: In a Las Vegas gas station a young man left his truck after filling with gas and went to pay, just before returning his father, a former wrestler and body builder was digging under the seat and wasn't seen to well.
Just a few seconds before his son, a high school wrestling champion and school jock was ready to jump into the vehicle when a young skinny guy jumped into the pickup from the passenger side, sliding up against the boys father and the boy sidled up against him, they had this "car-jacker" between them.

The car-jacker realized his dreadful mistake to late as the to wrestlers towered on either side of him.
They proceeded to pull him out of the truck while another gas customer called the police, not to arrest the car-jacker but to keep him from being killed.

They beat the man badly before the cops came, whom arrested the injured car-jacker, who was found to have a very long list of these felonies but, had to spend the next several days in the hospital.

You must look at the economics of the shootings, they keep the bullet manufacturers in business. Now if they would put a major tax on ammo it would definately stop or slow the parked car shootings.
Gangs also need target practice.

That has been going on for years all across the states. I often thought the only connection could be a reason for windshield manufacturers to increase sales and the gangs were their cronies.You don't hear the manufacturers complaining about too much business, and of course, your belongings are the cronie pay.
