Black Skirt Tetras will rarely go out of their way to nip fish of a different species, but will generally pick on the weakest Black Skirt in their school. You can tell which Black Skirt Tetra is the weakest, because it will have ragged fins. My Black Skirts don't bother any of my other fish, they just fight amongst themselves...

They've been known to cause some trouble, but they aren't that bad. As long as you keep several of them they should keep to themselves. I still wouldn't put them with fish prone to fin nipping though, like a betta or something.
