"Sacred cows" is a metaphor on things that are respected, in this case excessively and probably only for existing (as the cows in India are) so declaring them to make the best hamburgers is twisting the metaphor into literal meat and not only meat but ground meat, the lowest commonest form. Rather than a proverb, I would consider it a bon mot - a turn of phrase to get attention.
