You can kill them with a Fly trap:
Fill a quart jar with this mixture.
3 cups of water
¼ (one quarter) cup sugar
¼ (one quarter) cup white vinegar
Mix, punch holes in the lid, and set it where needed.

Double wrap the soiled diapers & keep in an enclosed garbage can with a tight lid. The quicker you get rid of the diapers the better.

You can then use things that are said to repel flies.

Some ideas include: flypaper, traps, Citrus or vinegar repellents, Bounce fabric softener sheets, & using BASIC H. or Ivory liquid soap & water. Some add vinegar &/or Eucalyptus oil to spray flies.

Furst, dipose of the diapers and other garbage in covered containers. Then you can build a trap to catch tthe flies. Take a one liter soda bottle, cut the top off at the shoulder of the bottle. place the top upside down in the bottele and secure it to the bottom with staples. fill bottom with water to about 3 inches from the inverted top. Place a small [ice pf protein like meat or tuna in the water. Set or hang it away from your house. I caught a whole bottle full of flies this sunner. Once they enter the inverted top of the bottle seeking the protein they can;t get out and they drown.. Sounds like your neighbor is creating a health hazard by not cleaning up after his dog. Might make an annonymous call to the proper authorities.(sunner should be summer)
