"Mainland" China became communist in the mid to late 1940's. Neocons are not the only folks that shop at Wal-Mart. Actually true neocons probably make up a small percentage of Wal-Marts cutomer base. So who really is doing the most business with China, boy?

China became a Communist country after Mao Zedong led the peasants and rural farmers of China on a massive revolution that defeated the existing government at the time. They were kicked out to Taiwan, which China later invaded. It has been "communist" ever since.
The "neocons" actually hate "doing business" with a communist country. Look at the Soviet Union, look at Cuba (trade Embargo), look at Vietnam (invaded). The fact is that economically, China is not communist. They have big businesses run by chairmen, they offer incentives to work harder, and it has payed off as China will overtake the US as the world's largest economy. The Chinese stock market has tripled in the past two years. That is why the "neocons" like "doing business" with a communist country. China is the next big thing, or depending on how you look at it, China is the big thing.

China became a communist country as a result of the Chinese Civil War which ended in 1949.
As for why neocons do business with a commuist country - money is money.

Maybe they are nice people....Or maybe they are one of the largest producers of American bought products. Why? Because its cheaper to buy them than it is to manufacture and sell them in your own economy. Here the deal. If you dont like the fact that we do business with China, burn your house down, destroy your computer, get rid of all your clothes and personal possessions including your car, and go live out in the woods. But wait, that would mean you still supported the Chinese businesses! How? I am sure at some point you had to go to a doctor for something. A lot of the supplies used in a doctors office (packaging, plastics, etc.) came from China. So in essence without them, you could very well be dead or not even have been born. Every time YOU buy something, there is a very good chance that you are supporting their economy. Neocons may make the orders, but YOU are the one keeping their businesses going by buying their products.

As for the second question; the Democrats did as much business with the Chinese as the "Neocons"; it was during the Clinton Administration that the incidents involving the leaking of ballistic missile tedhnology from Los Alamos by a Chinese scientist there was revealed (as explained in the Congressional Cox Report).
The report reveals that from 1995 until 1999 (throughout Clinton's two terms as President); the People's Republic of China's (PRC) was involved in alleged nuclear espionage against the United States.
In fact, President Clinton authorized the sale to China of a Loral-made satellite in February 1998. Years prior to that, two scientists from Los Alamos National Labs; Wen Ho Lee and Peter Lee (not related) were smuggling nuclear missile secrets to China, including the designs of all seven nuclear warhead types used by the US military.

Since President Richard Nixon visited China in 1972 and President Jimmy Carter formally recognized the communist government in 1979, the United States has been trading with the PRC.

China became a Communist state in 1949 under the rule of uber tolerant "nice-guy", Mao Zedong. This era under Mao pretty much stifled independent thought, worship, living and ideals - as typically punishable by death. Mao is statistically the world's biggest mass murderer - dwarfing even Hitler.
As for the second part of your question: in more modern times, China is becoming more capitalist and less communist, evident by their thirst for money and vast exportation of goods worldwide. The US (not really thinking this is a conservative ideal only) corporate structure (see Wal-Mart as best example) is interested in China's export and its manufacturing because of the cheap costs as a result of cheap (often inhumane) labor.
Recently, this lust for money at the expense of quality has bit American importers in the backside, as there is little or NO QA or regulations set down by China for goods exported from them. This icludes food products as well as everything that fills the shelf of Dollar General.
