Legally, it's the same as anybody else stealing in any other situation. In a more practical sense though, it's looting. Much like a crowd looting during a riot or soldiers looting during a war, a fire scene is so chaotic that there's a much better chance that nobody will be able to witness or identify the exact perpetrator and that he is going to get away with it. But hey, if they get there fast and do a good job saving most of my house I guess I wouldn't be too upset if some bastard took an item or two, especially since I have insurance to cover it anyway.

It is still theft and you can be prosecuted to the fullest extent under the law, depending on what you take.
If you are a paid firefighter, not only would you be charged criminally, but as you are bound ethically to protect the home, you would be fired if you were a paid fireman or kicked off the team if you were a volunteer firefighter if you are caught.

Well - if it is like a cop beating some guy senseless for nothing - or a cop throwing some old lady down the steps of her porch because she did not want to deal with the jerk ...
Or a cop shooting someone for the hell of it ...
If any of that and much, much more is done by PUBLIC SERVANTS ...
Then the right punishment should be what it always is:
TWO OR THREE MONTHS VACATION (SUSPENSION) ... WITH FREAKIN' PAY!!!!
Any quesitons? Don't believe that is enough - write your congressman ....
Don't believe it is occurring? Read your stinkin' paper or watch the news.
Next time you see a cop bash in a guys face for no reason - and him getting suspended with pay - A PAID VACATION FROM THE JOB ... you will see it differently.
Would you not like to get a paid vacation so easily - like slap your boss in the knoggin with a brick and get a months vacation with pay - when the jerk would not even let you off for the day to bury your dead granny???
