Del or F2 after powering ON. BUT No need for that.
Click Start, click Run, type dxdiag, OK. On new Window, select Sound tab. Test for sound. If device and driver are not there, reinstall driver.

You don't need to go into the BIOS to make sure the sound is on.
I would first check the device manager to see if your sound device had any problems.
To do this, go to start, control panel, performance and maintenance, then system. (This is in category view in windows XP)
In the systems properties window, click on the hardware tab at the top.
If you have service pack 2 the device manager button will be at the top, if you have sp1, it will be in the middle. Click the device manager button.
In the device manager window, find your sound device.
You will have to click the + sign next to audio devices to expand the category to see your device.
If it has no red or yellow markings, it is in good shape.
Go back to the control panel and click on sounds, speech, and audio devices.
Then sound and audio devices.
The window opens by default with the volume tab revealed.
Make sure the mute check box is not checked.
Click on the hardware tab.
In the middle of this window is device properties.
Check to see if the device is working properly.
You will now know whether your device is turned on and whether or not it is working properly.

To go into system set up you have to press the F-2 key at system start up Thats when the dell logo appears on the screen if win logo appears you've missed it and must reboot Use tab,arrow keys and + or - keys to navigate Enable sound in bios . If no sound> Make sure of your connections /make sure power switch for speakers is on and volume is all the way up/ Make sure volume control in windows is all the way up after you have sound shut down and reboot. If its back to no sound then replace the watch size battery on your mother board and go back into bios and enable your audio. It should keep after shut down then. That the battery didnt hold your bios settings while you changed out the power supply indicates a dead mother board battery Unless you reset your cmos

Did you first check your 'Device Manager' hardware settings to see if your sound card device and codecs are still present?
Go to Start + right click My Computer + click Properties + click Device Manager + click Sound Video & Game Controllers and make sure there are no red 'X's and that your codecs are present.
If you have a sound card, re-install the drivers.
I don't think your sound settings are in your BIOS, but generally after you power-up, and before Windows loads, click the F8 key, or try the ESC key or F12. It varies from system to system.
Lastly, go into your Control Panel and click on your Sound & Audio Devices icon then click on the Hardware tab and then click on each sound device and click the 'Troubleshooting' button to diagnose it. That might help.

Resetting the CMOS chip is the first thing to try as previously stated. If that doesn't get it to boot, there are two other possibilities. Check and be sure the heat sink is making good contact with the processor. If it isn't, the computer would be shutting down after only a brief time. The other possibility is that the processor is no good. This happened to me once building a new computer.
