well, this guy moved in across the street with his mom about 10 years ago and i had a bit of a crush on him, but never acted on it. Eventually, he ended up in other relationships and had a kid in one and i ended up with someone else. I had my heart broken which made me give up on love for about 5 years, he had his heart broken and was alone for around 2 years. But then he ended up not only moving back in with his mom,but having a crush on me,he asked me out and we've been together for almost 2 years. Plus,the first time we ever really talked (2 Halloweens ago),for both of us, it was like "why haven't i ever talked to you?" because we hit it off instantly and we have so much in common (we both love SpongeBob, Tarantino movies,Ranch Dressing, French Silk Pie,video games,etc.),it's hard to believe we WEREN'T meant for each other, so i guess i'd say i consider him my Soul-Mate, or even "The One".
I also recently found my best friend from grade school (who moved away) on MySpace and found out she's back in our hometown. I've written and talked to her on the phone a few times (i hope to meet her again soon) and it's like we're still best friends after having NO contact whatsoever with each other for 17 YEARS and considering that neither of us had a BFF since, it's like we both knew someday we'd find each other again.I was also reunited with a close friend from High School (that i haven't seen in 10 years) who believed in Soul-mates and used to discuss the idea with me, so i think i believe in them now.
i've learned that nothing happens by chance. Everything happens for a reason and connects in some way,regardless of how random things may seem at the time. I mean, it could be considered chance that brought me to my ex and my bf to his exes, but had we never had our hearts broken,we may have never come together, so sometimes even random chance can just be a part something more. Afterall, one puzzle piece alone may seem to mean nothing, but when all of the pieces are put together, the puzzle starts to make sense.

I will say a conditional Yes. Some people are meant to be completed by another person. They are missing something that onlt the most specific person in the world could fulfill. My wife is the person that fills that part of me. Until she came along, there was just SOMETHING missing that neither knowledge, reason, nor faith could fill. I found her. My little Exception2therules. So I would say conditionally yes.
There are some people who are content and complete without anybody else as a partner, so there is the condition.

I may sound bitter and I'm not, but I don't buy the soul mate stuff. The world is too big to buy that. I believe you meet and then fall in love when you start to care for someone.

i think when it comes to love, it's fate that have brought you to know each other and chance to be with one another.
on the soul mate, i do believe in them. but i do think that everything occurs along with outside influence.

you meet someone and fall in love. think about it: most people meet their partner at school or work or at least in the same state. what are the odds that everyones soulmate would live so close to them. you make your own soulmate out of the people around you.

i think, theres always someone better for you and you can find love, soul mates may exist just not in a sense where only two people can get along and no other. we find love and we determine is that love is strong enough to withstand time and turmoil, thats up to you, but i am sure theres always someone better for you, you just dont find them

I'll take my chances and say 'chance to meet who is meant to be my love'?
We're given chances in our lives to come across people,.. chances to endear ourselves to our chosen few,..and chances to be with the one our hearts specially pick.
But whether the one we pick shall be the one to last, or be lost;..fate decides.

chance!.. I much prefer chance and free will. That leaves life open to change and allows me the ability to effect change on my life.
To me, fate is so depressing. Its kinda like no matter what you do your life is going to turn out the same anyway, so why bother try.

I think we all have soulmate(s), i think we have fate with everyone we meet in our lives but its up to us to take a chance with whomever, therefore my answer is both. We are given the opportunities, its up to us to take it or not.
