on the 04 volkswagen jetta,where is the transmission fluid dipstick?

There isn't one. VWs have "sealed" transmission.

They have a plug on the top part of the transmission that is usually pried out with a pry bar to test tranmission fluid levels.

The car must be on a flat surface and engine/transmission is suppose to be warm. Remove the plug and if fluid is coming out, the transmission is at the proper level. If not fill the transmission with VW specific transmission oil until it begins to run out.
