25.4 cm is 0.254 m (divide by 100) next divide by 10 to get decameter so:
0.254/10 = 0.0254 decameter

deca and centi are both prefix which :
deca = 10^1
centi = 10^-2

So, there are 25.4 x (10^-2/10) = 25.4 x 10^-3
= 0.0254 decameters
