He was a great player, but he just doesn't stand out when compared to other players with similar numbers. For example, Juan Gonzalez, Bernie Williams, Jeff Bagwell, Joe Carter and Albert Belle all had better career numbers, but I doubt any of them will make the Hall of Fame.
Larry Walker (1997 NL MVP)

Although Larry Walker was a very good player and an exceptional defensive player, his statistics fall short of Hall of Fame material. His .313 lifetime average is okay, but with just 383 HRs and 1,311 RBI, it is just not great. Greatness gets you to the HOF.

These are not absolute tests, but they are helpful in assessing both HOF worthiness and likelihood.
Walker is 24 on the Black Ink Test, with 27 being average for the Hall. But as notes, Coors Field inflated his stats.
He's at 116 in Grey Ink, and easily over the line in HOF standards and monitors scores.
However...nobody matches him that closely, and only four of the ten "most similar" players are in. Year by year, he's most similar to players like Danny Tartabull and Leon Durham, guys who are not really household names. His career wasn't that long, he wasn't associated with lots of great teams, and he just doesn't seem like the premiere right fielder of his time. He's certainly behind Tony Gwynn, probably behind Sosa and Vladimir Guerrero and perhaps even Andre Dawson.
A good career, but not quite up to HOF level.

No. He was an outstanding player, one of the best of his generation, but he does not belong in the Hall of Fame

I don't think so. He had a good career, but not good enough to be in the Hall of Fame.

No. A combination of too much Coors Field and too many games lost due to injuries.
