OH MY GOSH, that is so horrible I am so sorry you have to put up with that. I think a way you can get back at him for that is to call the cops when he is in the process or when he is in his home take a paper bag full of anykind of poop and light it on fire and knock or ring the door bell and run back to your house and he will have one hell of a mess to clean up. If he is to drunk to do anything about the burning paper bag then you should run over there and put it out with something other then your shoe because his house could burn down, so be careful. I give such bad advice, sorry.

Honestly it sounds like the guy is not mentally there if he had the nerve to hang his underwear on your fence. I would call the cops and let them know. Chances are, hes doing it to other people too, not just you.

Call the police if you're positive he's the one. Have dates and times them. We have a light sensor that goes on when we come home late. It's adjustable to fit your needs.
