your head. your heart will be your guide, but can lead you astray if you aren't careful. the best is when the both agree, then you know it's right.

Your Heart, Most Definately.
Most Peopel Think That
Your Heart Gets You Hurt,
But That's Soo Not True.
It's Your Head. Your Head
Tells You What You Want To Hear,
For Example It Tells You
"He Does Like You"
Even When The Facts Are Right
There Infront Of Your Face.
Your Heart Tells You
"He Cheated On You Once,
He'll Do It Again"
But You Don't Listen To It
Cause That's Not What You Want.

It's smarter to follow your head but more fun to follow your heart.

Following your heart can get you hurt, but follow your head can lead to heart ache and years of wondering about what might have been. That's a hard question, kinda a damned if you do damned if you don't type of thing. In some cases you just gotta throw your hands up in the air and free fall. Que sera sera! (What will be, will be)

Ok. Not to get technical, but they're both the same thing. When you use 'your head' we're talking about the frontal lobe of the brain and when we talk about 'your heart' we're referring to the limbic system. What this means is that being a human, it is impossible to use one without some influence of the other. When people use their heart and something doesn't work they blame it on being foolish but the same thing happens sometimes when you use your head to over think things. I think the best answer to your question is use both. No one wants to regret not using their emotions just as they don't want to regret over analyzing a decision to death. Find a balance that works for you.

very hard to tell. If you are neutral, if someone is neutral he/she would say "with head" but, the moment you are personally involved, situation changes. . somewhat, in most of cases it's a combination of matters regarding the person, luck, flow, wave, instinct. sometimes you are simply not able to follow your head, just like that! heart tells you something else and with a much more persuasive and hypnotizing inner voice. and if your mental projections do in some percentage materialize in "what you have in your front", the heart's voice completely overwhelms the head's one. even if your head gives you way more logic inputs, and solutions, your heart is asking you in most of cases something different

under such circumstances i see it difficult to say if it is smarter or not. However, tough decision
