have seen people paint concrete... good for short term, but always ends up peeling...
better to use a concrete stain... or a concrete dye (can get some funky colors)
I would rent a power washer if you dont have one... as always prep is key...

As answer number one states, a stain specific to concrete, and as number 2 states it should "etch" into the concrete;penetrate, like a wood stain does on a piece of furniture.
Brush and roll.
Added: Number 3 has the best suggestion for initiating the process,,,CLEAN...

you can buy a stain specifically made for concrete. Roll it on just like any paint or stain.
