Ok heres the thing:
Wear flats because they're trendy, but not over the top.
Nice fitted jeans.
And a nice shirt from abercrombie&fitch or hollister.
Or hotopic!
For hair..wear it down to show off your hair after 3 months of growing and such.
Makeup: lipgloss, a little mascara, and....a nice blush.
if your cheeks are pale. put in some nice roshy blush. just a little. ask your mom for makeup help! They will be the last ppl to laff at you....

Well, I have no idea what I'm going to wear quite yet but all I know is that I'm going to buy some of it online so I won't have to worry about someone wearing the same shirt as me. Again. :)
For make-up, I'd just reccomend a thin line of black liner around your lids, and a nice shade of lipgloss. If you want to add a bit more, use a light color eye shadow [think gray, light brown, lavender...] with sparkles, and bronzer on your cheeks for a nice glow.
Hair, I'd leave it down or do the bump. In order to do that, you take a section of your bangs / front of your hair over top of your part. Run a brush through the hair, and pull it back so you can't see where you once had a part. You can pin it there, or twist the bottom and push it up forwards to where you're satisfied with the poofy effect.
If you're looking for a casual outfit, I'd reccomend a layered tank-top effect with jeans, and a zip-up sweater on your arms. That's all I'll probably do this year, anyway.

thats the outfit im going to wear. =D I hope it helps!
For hair, if you have curly hair, probably leave it down, and if you have straight, clip a part of your hair from the from back with bobby clips!
For make-up, try not to over due it too much, because your going to school. So some powder on your face, and blush, with light eyeshadow that will show your eyes. Also thin eyeliner and maskera would be great!
i hope that helped!

Jeans, a message T shirt, and cool sneakers by Skechers or something. For hair and makeup, wear it down and wavy or in a ponytail. Don't make your hair look like you tried too hard. If your clothes and hair are relaxed and casual, then anything goes for makeup as long as it's not too heavy. I'd do the whole thing, eyeliner, eyeshadow, mascara, blush and nude or clear gloss.
