if you're saying that the water in the coolant overflow tank is boiling then the answer is no, that is not normal. It indicates that the engine is running too hot and close to overheating.

the problem is usually that your thermostat for the radiator is seized or the radiator fan isn't working. it can be caused by a bad fan motor sensor or a bad fan motor. Does the fan run after the car is shut off and the coolant is boiling? if not, the problem is definitely with the fan motor or fan sensor.

check to see where the temperature gauge is when you're driving. if its above half way the engine is running hot. if you have air conditioning, turn it on and see if the temp drops on the gauge. if it does, the radiator fan is not working.

you may also want to change the thermostat based on the age of the vehicle

if something else is boiling away, let us know what you're seeing and how you know its 'boiling'. I'm pretty sure you're seeing the coolant in the overflow boiling.

hope that answers your question
