No I don't think there is any place.
Glass blowing is most definitely not one trial learning. It also offers plenty of opportunity to burn yourself. Even lamp working (which may be more appropriate for the size you are interested in) takes a while to master. Your first attempts are unlikely to look like anything you really would like to keep except for sentimental reasons.
I assume you want to create something transparent. Look into resins which can be cast. You would have to make your object in clay, playdo, whatever and then make a good mold for it (which may or may not be easy). Then you can cast it in resin. Most craft stores have resin.
If it's the egg which fascinates you, there are plenty of different and interesting ways to decorate egg shells. There are books about this in the library and internet sites. Maybe you just have to modify your plans a bit.

Blowing glass is an art of many years of practice so the only way you could do that is if you knew someone that did it and they assisted you at their shop. You may try to call some glass blowers and see if they would assist you but you wouldn't be allowed to do it on your own without lessons. They could get sued if you got injurred like burned. However, you can create lots of tiny gifts at home without any trouble. I do it all the time. There are ceramic companies that have bisque ware already to paint and it is easy and fun like a tiny figurine. You can create an ornament scene inside of a glass ornament or decorate the outside. You can even do a picture in an eggshell. I suggest you go to Michaels or a good craft store near you and get some ideas. If it is for a female person, make some jewelry.

some places allow you to take classes, but you usally have to make what they tell you, and it costs alot. You really do need experience.

Check your local community college. If they have glass blowing, then contact the instructor. If they cant let you do it they might know who would.
