I've seen indirect references that said he was once a mainframe / FORTRAN / COBOL programmer, but no specifics in any online biographies.

Or was he a programmer in the sense that he once wrote a "Hello world" program?

I can't imagine him being a programmer. Beginning in 1955, he was President of a consulting company. I doubt if he did any programming in that position, and I doubt if he did any programming BEFORE that time!
