that is 3.5g (not 4) heated to room temp, 21 deegrees celsius, filtered, has live plants and a small cave in a corner?

Or would the tank be too cold? the only reason i dont have it heated is cause it has the light provides some heat and a heater does not fit with the lid being on so i have to take it off and then it looks gay and yea so will the better and 2-3 white clouds be OK?

That temperature is just fine for White Clouds, but too low for a betta. Try to work out a way to heat the tank to 24 - 28 C for your betta.

Once heated to 24 or so, it would be fine for a betta and 3-4 white clouds.

the full name of the white cloud is white cloud MOUNTAIN minnow. they originate in the white cloud mountains of china so can handle an unheated tank (better than the betta can)
incidentally, the mountains were named after the fish as chinese scholars thought the schools of white clouds swimming through the water looked like moving cloud formations.
PS: you can get smaller heaters that will fit (check out marineland sources) so as not to make your tank look gay

Oh Yeah lol I had a bunch in a 10 gallon tank that wasn't heated with my guppies... Not one of 'em died but my tank got too crowded so I fed them to my bigger fish...

Sounds OK, not great. I'd consider going for a larger tank at some point.
