Stupidity in itself is not really a construct of a personality. Intelligence is, because it can be measured in different ways. Stupidity can be a deficiency in any known form of intelligence, especially one that you value. " - Dr van Rijn.
Correct Dr., but not the answer the asker is seeking: The best answer is Yes. The world is full of stupid people. Most are unaware of their deficiencies. Some are complacent, lazy, and quite happy doing absolutely nothing to improve their lives emotionally, spiritually (not religious), and intellectually. They bash others to feel better about themselves (bash blacks to feel superior, and jews (who are rich) to make them feel better about never doing anything to better their own lives.)
The 2 most significant contributers of a dumbed down society is: Government indoctrination (via keeping people in the dark from whats really happening), and Religion.
The gov't creates dependent mindsets by indoctrinating the populous into "depending" on big gov't to provide solutions. (a very complicated story.) The ensuing victimizing of the population (entitlement complexes) guarantees the expansion and perpetuance of the gov't agencies, employees, services, intervention, and all other things that replace the family unit. (we now call society the nanny state.)
Next is religion. The wars, irrationality, guilt, fear, and other deadly - self impeding traits most religions offer keep people from becoming the best they possibly can be. This is why higher achievers are less likely to be religious. They realize happiness in their own accomplishments, generousity, and feel a life purpose, whereas the followers (sheep) are often more misguided souls seeking purpose and direction.
As with all societies, 80% of the people are followers, and 20% are leaders.
Media, schools, and other avenues also contribute to these problems with biased agendas, and the dumbing down of society. The no child left behind" policy is one such example of sacrificing the resources on the high achieving students by focusing on the low achieving ones. This directly lowers the intellegence of the group, when in reality, 100 years ago - when 2 parent homes were intact (this is proven over and over), children were much smarter than those of today.

The world IS teeming with stupid people, it doesn't just SEEM like it.
However, I find people often think of people as stupid, when really that person is just bothering them for some other reason more often.
Also, indeed, intelligence is a multi-faceted thing, and very, very few people have a fully-rounded intelligence. Most people are stupid with one thing or another, be it with social skills, physical abilities (this is a form of intelligence), spacial skills, book learning, common sense.

When it comes to stupid people, you have to think why they appear stupid. I see stupid people, as the people who give others insults for no reason. I have been insulted for the past 6 years for the same reason, which is no big deal. Not willing to say what I was insulted for, those people who insulted me, made it such a big deal. There is not reason to insult someone, if they didn't do anything rude to you.
Insulting someone isn't giving them respect, as we all know. Respect is something everyone needs, and if they think they need it or not. You learn to give other people respect, when you are 5-7 years old. Theres 17-45 year olds, that acts like they don't know whart respect is. How can you insult someone and forget about respect, for no reason. Yes some people don't give respect only when they are mad, but that's different.
I know I went on and on, but some people forget how to give respect. Not giving other people respect for no reson and insulting someone for no reason, is a stupid action.
I hope this helps.
