In our era, that would be the Israeli government, which attacked three countries simultaneously in 1967,carving off huge chunks of territory from each; fought off an effort of their part to reclaim their land in 1973; fomented a civil war in Lebanon in 1975; bombed a nuclear-powered desalination plant in Iraq in 1981; attacked and invaded Lebanon in 1982 and occupied it until 2000,ravaging it's infrastructure; covertly supported Iran in the Iran-Iraqi war while the U.S. supported Iraq, thus prolonging the war,re-invaded Lebanon in 2006,this time repelled by the forces of the Muslim leader Nasrallah. Former deputy Secretary of State Strobe Talbot once referred to Israel as a country with "an unusually nasty disposition" - and that's putting it mildly. They are almost always engaging in military aggression, hence their unpopularity with other nations and also human rights activists.

According to the "Dictionary of Wars" by George C. Kohn, England has had the most, but that is based on the sheer number of entries listed. Not unlikely because the English were involved extensively overseas, on every major continent except perhaps Latin America.

Personally, if I had to guess I'd go with England. They've been at war with pretty much everyone over the centuries. And they've had a civil war or two just to spice things up.

Second guess would be China, long history of having lots of enemies and lots of internal fighting.

Usually whatever country believes itself to be most powerful at any given time in history. And the wars are invariably the fault of those they believe to be weaker than themselves.

When it comes to the most casualties, it is the USSR. (Now the Russian Federation) They had the greatest and deadliest wars. This started from the foundation of russia, to the end of the communist era. This is due to the czars that share their monarch power the wrong way.

It would have to be somewhere in the Middle East - there have been countless battles to reclaim the "Holy Land" from whatever "infidels" (or Heretics) are currently living there...

Everything from the Crusades to the modern day struggles ;););)
