Or perhaps there was an engineering sample that never got to the retail market.

Not with those specs exactly. The P4 that had 1mb of L2 cache was the Prescott, but that uses a 90nm process technology, not the 130nm that you listed. Other then that, the Prescott 2.8GHz does have everything else that you listed. If you are looking to buy one, I'm not sure you could. Intel doesn't make these anymore, so you'd have to look second hand. (ebay, etc.)
