I have a very old Elna super, I’ve used it for a few years and I’ve never had a manual. I re wound my bobbin like I’ve done for years, I put the new bobbin on the bobbin winder on top of the machine, push it to the right and loosen the wheel on the side of the machine to stop the needle from going up and down as I wind the bobbin, when I was done I put the bobbin winder back to the left but I couldn’t re tighten the wheel. If I step on the petal the outer wheel spins but the only way to move the needle it to manually turn the inner wheel, I’ve hade this problem before but I cant remember how to fix it, please help!

I suggest you call one of the yarn barn type places. I'm a pretty experienced maintenance tech, but that sounds a little over my head. One those places can at least point you in the right direction. good luck.

I think all machines go through this at one time or another. We have seven machines, we make quilts. they're older Euro machines, not expensive because we found out, sometimes the older cheaper machines work much better then the newer computerized behemoths that need an engineering degree before you can hit the start switch.
Saying all this, the wheel is probably not lining up right to lock in place. You just have to keep trying. Go through the procedure again and follow what you do so you don't forget this time.

If you can. take the top off or the entire cover, usually two to four screws on the top of the cover and then slip the cover off. You should be able to see what's going on now. Then clean and oil the machine we do this once a week.
