I've tried everything to get rid of this virus, including doing a system restore various different times as well as looking for instructions using smit fraud fix, smitRem, hijack this, etc.

http://www.pchell.com/support/smitfraud.shtml

After I do all of this and restart my computer in normal mode the popups for the anti-software services are gone but I can't access my control panel or right click on properties so something is still not right. When I try to do many things I keep getting this message: "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." Please help! I don't know what to do I've looked and followed virtually every procedure I could find online and nothing seems to work. Thank you so much!

You'd need all the best when it comes to spyware and antivirus. * That's why you'd better use True Sword: http://www.securitystronghold.com/true_sword.html
This is the program that can find and fix over quarter of a million of malicious computer problems.
* By the way, it has a special script for solving this problem.
Download it and scan your pc.
Good Luck!!!

P.S.: contact me if you'll have any problems with it - i'll help you with great pleasure :)

I just repaired someone's computer and had the same problem, even after removing the virus.

This program solved it for me.

Once you run it and find where the Control Panel is blocked, uncheck it, and then make sure you reboot the PC. All should be back to normal.

I had the same problem. What you need to do is start you computer in SAFE MODE (usually by pressing the F8 button while your computer boots) and then scan and remove it using the program here: http://www.bleepingcomputer.com/forums/topic17258.html
