might try cleaning the seals first.

take a thin piece of plastic (old 35mm film works best), pull back the dust cap so you can see the seal, take the thin plastic and run around between the seal and the fork leg a couple of times. alot of the time the seal is okay and just has a piece of dust stuck in it causing a leak.

There is nothing basic about changing fork seals, or changing the oil on inverted forks.
There is a complex set of procedures needed to bleed the air out.
There is not a pre-determined amount of oil.
According to any adjustments made to the particular forks you're working on, the oil is adjusted by level, not amount.
Special tools are needed to change the seals.
Bring the forks to a shop and let them do the work, or purchase a shop manual to learn the procedure and what tools are needed.
