They, then, need to appear in court to be recognized by the accused. What a waste of manpower most needed on the streets.

Well, because people need to be punished if they commit traffic violations and anybody who is accused of an offense is entitled to a trial, because even cops do make mistakes. What would you prefer, just have a cop take the driver's money on the spot? I suppose it would cut out the middleman, but really......

It does seem like a waste. However the traffic rules are in place for a reason and they are necessary. The routines we have to go through for simple traffic tickets seem pretty petty, but I suppose it lets us know we screwed up if we have to go through it. As far as the officer being there, I'd bet that is done as the result of someone getting sued at one time or another. The last one I got I just mailed the fine in with the ticket to save time.

Traffic violations are written in order for the city to make money. It is not about obeying the law, increasing driver safety, or any other worthwhile (noble maybe even) cause.
Police officers when they do appear in court, as I found out today, will even lie under oath to help make the ticket stand. Unfortunately for the officer his perjury didn't matter this time as I came away with no fines.
Unfortunately for the public these morons aren't held accountable for their actions.
Money. Period.

So the traffic offender can know where to mail his fine to. If the officer didn't write the ticket, but instead just told the offender the amount and where to send the money..... well, most would forget.

Because they have a quota per month,so they have to write out alot!!
