Removing shrubs won't cause 'seepage.' Any so-called seepage can be cured by properly grading the soil outside your home so water runs away from your foundation.
Like someone above suggested, get the opinion in writing of two or more reputable landscapers and present them to your association. Expert testimony puts the burden of proof back on them.
And as tempting as it might be, don't do anything underhanded like intentionally killing your shrubs just to have an excuse. You're within your rights to landscape your own home the way you want it. Proving that to your association will help you and your neighbors out for future projects.
By teaching your association something about the proper way to do things will hopefully lead them to gather good information rather than relying on rumor and supposition to dictate their policies.

Dear Hedges-
Just s suggestion.
The bushes could always get a bad case of:
"Round Up" Disease.
Go to Home Depot and get some Round Up and give those bushes a good drink of that stuff. In about 10 days those shrubs are going to be deader that a Door Nail. Then you can tell you HOA that they can either remove the "Unsightly Blight" from your house and replace it with something appropirate, or you will do it and take the cost of the bill off your dues and supply them with a copy of the receipt.
Just besure to do this late at night so you don't get caught poisoning the plants!

Your house should not"seep" period. The association might want to revisit how the structure was built and what precautionary measures were taken to prevent seeping. What if the bushes just plain died? It is not good to have bushes right against the foundation anyway. That promotes roots growing into the foundation. Someone is blowing smoke up your skirt.

If you replace the hedges with landscape cloth and rock/gravel you will probably have less seepage problems.
I doubt the person in the Assc really knows anything about landscaping and seepage. Get the opinion, in writing, of a qualified local landscaper. Then sue the assc if you need to. Read the bilaws and tell them to shove it (politlely).

You could get in trouble if you remove them against the associations orders. Why not just put some rock salt on them little by little and let them die? Don*t get caught.
Or pour vinegar on them out of your kitchen window.
Either one will kill them.
