Not the London Dungeon - it is quite scary for small children (and squeamish adults!). London Eye is too complicated as a little child wouldn't know where to look. Science Museum does have some good interactive stuff (for boys and tomboys) and the London Museum has some good models in. The V&A (near the Science Museum) has a lot of interesting stuff for 4 year old girls.
And then there is Hamleys in Regent Street - the biggest toyshop in at least Europe - amazing for any age.
PS: Do you hate Zoos? The Regents Park one is the original and does a lot of wild life protection stuff that might interst a curious youngster.

The toy museum, although just outside the main tourist areas, this museum is visited by millions of children each year, it's extremely easily accessible from any part of london, they have hours of fun, and toys date back hundreds of years, children can actually participate in moving some of the mechanical parts of the toys housed in glass cases.
It is totally geared up for children of all ages, and is also easily accessible for disabled visitors, i think the only problem you will have is when it's time to leave, because they want to stay.
Bethnal green station is the nearest, being only 50 metres from the entrance, and only 2 miles from the city.

The London Zoo, and the London Transport Museum are the best choices. We brought a 4 yr old boy to both and he loved it.
But just walking around and playing in the parks is probably just as fun for a kid that age!

Boy or girl?
London Aquarium - they can stand right next to a huge tank with fish swimming past.
London Eye is just next door - if they are very active it's very slow! so perhaps give it a miss for their attention span.
Tower of London for boy. Avoid telling the gruesome side - just locked up baddies.
Hamleys is fun with loads of free demos.
For a confident 4 year old Madame Tussauds is great as they go up to the waxworks and try and work out who is real - they have bright little minds! Loads of giggles.
Covent garden entertainers pass some time too.

we just spent q week in London with a 4 yr old. He absolutely loved everything we did and saw, from the London Eye (a favorite) to going through Westminster Abbey, oved seeing Big Ben, just walking through the neighborhoods, and especially enjoyed going anywhere on the trains and busses! he totally absorbed everything we did and can't wiat to go back which we will do in '09 (we're from nashville, TN)- have fun

also the natural history museum...
or them dinosaurs on the lake..ermm they are in
Crystal Palace Dinosaurs in Crystal Palace Park
there is a planterium in the royal navy muesem next to the royal observatory, the one in baker street is shut now.
I remember going richmond park as a kid , to see the deers.
london zoo.. hhmm
british transport museum in covent garden.
someone said the london eye, the aquarium is just beside that.
or perhaps a city farm..

Well you can't beat the London eye you can see the whole of london. Though if the four year old its scared of hights maby not.
Or go and see big ben.
