Yes, however, the lack of vitamins and trace elements that can only be had on the surface would cause evolutionary changes for survival.
Why do I say this....I studied speleology for a bit and the vertebra and non vertebra troglodytes in cave environments.

No, Instant death from the underground death rays would make that impossible. Dietary requirments would starve them all to death. They'de go canibal. They'd eventually be entirely blind. Sanitation issues, like sleeping around bat dung, would create health troubles. Having mind control worms crawl into your ears would be a constant threat. And the hairy dwarves with their bullet-proof skin would take them away and torture them.

Actually, in all seriousness, it is possible, but it would be unlikely that the would be bipeds because of the intese pressure and heat that is associated with the underground.
