How can I determine if a historical document is valuable to historians?

You can't. Historians come in two flavors, military/political ones and social/cultural ones. And their ideas of a document's value are sometimes opposite...

Take to a collector who can give you an estimate of the value of the document. You can google collectors and find one that handles artifacts close to what you have. If he handles that he'll let you know or he may refer you to someone else. Try to get more than one opinion. Then you can either sell it to them or sell it on ebay or something like (assuming it's something you want to sell.)
