WHy are private corporations, when in the midst of a recall...?

Why are private corporations, when in the midst ofa recall, not required to announce the recall through the media(ex. television, radio, print...)? Shouldn't, wouldn't that be considered a more effective way to keep customers safe rather than rely on mailers and the news to reprot it? What about on their websites, is their a rule governing that?

Most recalls are announced opn TV, the radio, Newsspapers, etc.
If you see it on TV, who do you think told the media about the recall.???
