They are pederasts and pedophiles who promote themselves as a sexual minority in the sense of gays and lesbians. They are quite without credibility. Many people think it's been covertly taken over by the FBI as a sting since people who join often automatically come under local police scrutiny. It does seem to enjoy a relative immunity from the authorities,so if it's being run by registered informants for a federal agency that would indeed explain a lot.
