The US bonds agent must have a US bonds agent license, which is only issued to US citizens. A bounty hunter must work for, in the capacity of an independent contractor, a US bonds agent with a legal warrant issued by a US court. You can't be a bounty hunter without being "affiliated" with a legal bonds agent, who you are working for in executing the warrant, although this "affiliation" only lasts until the warrant is executed or the criminal is in custody. You can't just declare yourself a bounty hunter and start hunting down criminals - that is a vigilante, which is illegal.

Yes...I would present local police with a document saying YOU are to bring back whomever who is wanted for whatever.
