I told this guy straight out "you and me are not friends" and he's still trying to talk to me and looks over at me.

Think I should say something nicely this time..or go to my employer?

Sexual harassment is hard to prove. He can counter by saying he was talking to you in the line of co-workers talking to each other.
You have to be careful how you handle it especially if he is not making any sexual advances. Otherwise you set yourself up as a sour egg not wanting or willing to get along with your co-workers.
I know it is hard to do but you do have to get along with your co-workers at work whether you like them or not.
I've been partnered with people on projects that outside of work I would not have spit on them to give them water if they were dying of thirst. But on the job we got along on and were professional friends on a professional level.

That said as way of a word of caution so you do not over react and get in trouble yourself.
You need to keep a record of every encounter you have with him or her. Have to do that to prove a pattern of him harassing you.
You also need it to prove he is interrupting and affecting your work.
You will need it to prove it is of a sexual nature and it was directed at you. Not something you over heard him saying to some one else.
Then you go to your boss once you have the evidence if you can't make him stop any other way.

Girls do that to me all the time and I just assume they are playing hard to get so I pursue even more.

it is hard not to talk to people at the job.can you move to some where else.go to the employer

tell him to leave you alone
if he still doesn't tell the boss or manager that he's distracting you and you've already asked him politeley to stop talking to you

Ignore him like he's not there and he will get the picture, don't answer him don't look at him.
