Also if the clouds get too low the heat in the air re-evaporates the water droplets and they rise back up until they condense again. This is one reason why some clouds are flat bottomed. (The higher you go the cooler it gets.)

Winds keep the water droplets in clouds from reaching the ground. However, if there is little or no wind, clouds can reach the ground and are then called fog.

Sometimes they do. We call it 'fog'.
