After Ricky Williams signed with the Toronto Argomauts, The CFL Implemented the "Ricky Williams" Rule, which basically stats that any player under suspension from the NFL could not play for in the CFL.

The Ricky Williams Rule
Outgoing CFL commissioner Tom Wright, in his final state of the league address, said a rule will be introduced before the start of next season that would prevent a player under suspension in the NFL from signing with a CFL club.

It'll undoubtedly come to be known as "The Ricky Williams Rule"

The talented running back joined the Toronto Argonauts with the approval of his NFL team, the Miami Dolphins, after that league suspended him for the 2006 season for failing its substance abuse program for the fourth time.

The new rule, however, will be grandfathered so that players still playing in the league, such as Argonaut tackle Bernard Williams, who was also suspended by the NFL for drug abuse and did not seek reinstatement when the ban ended, can continue playing.[3]

The CFL would take him, or maybe even the Arena Football League would. I think Vick joining either of these leagues will be the likely senario when he gets out of prison as the NFL will most likely be suspending him for at least a year or even been him after he gets out of prison.

Yes, I think that Michael Vick will probably never play in the NFL ever again. I do beleive he is going to play in the Arena Football League or the Canadian Football League. It all matters to whether Vick pleads guilty or not. If he pleads guilty he will be able to play in another football league. If he doesn't then nobody will ever trust him again.

there is no rule that says the cfl cant sign a player suspended by the nfl. but the falcons arent going to let him they still have him under contract so he would need permission from them. and he will only get suspended from the league for a year he'll be in jail for 18 months so he will miss two seasons. you also dont need a vista if you play a sport professionally and dont intend to live in the country perminately

i personely dont think he should be allowed to. i love dogs and have a real hard time forgiving someone that has hurt dogs in the past and i dont think im the only one that feels this way. i can forgive anyone for almost anything but this is one thing i dont think i could ever forgive and if i knew i was gonna be his teammate i think i would retire or ask for a trade or something because i couldnt play with a person like that. but from a legal stand point he wouldnt be allowed to if he is under contract with the falcons but if he is released i think he would be able to, legally.

my personal opinion is that michael vick should not ever consider playing football anywhere again, because wherever he goes every one will boo him. he deserves whatever he gets from the nfl and from people in general. the dogs should have turned on him.

Hypothetically, he can play in the CFL. The only thing Roger Goodell can ban him from is the NFL, no team in other leagues are prevented from signing him. So yes, if he wanted to go to Canada to play, he could.
