No. Well actually you can but you shouldn't. A Guppy needs a fully functional aquarium with heater and filtration to survive.

I have a betta book called..The Betta by Mic and Maddy Hargrove.
It says single bettas rarely bothers other fishes in the community aquarium.Bettas can successfully kept with most peaceful species of fish. But to remember there is invariably a "bad apple" in every group and results may vary depending on your individual fish's temperament. An observant eye and a little experimentation will give you the results that you are looking for.
List of Tankmates for Bettas:
1) Common Guppy
Do best in a tank that is heavily planted. They are very flexible on temp. and pH req. And can change sex depending on environmental need. Will eat almost any food offered.
2) Platy
Very hardy and peaceful.
Bears live young. Not a picky eater. do well in warm waters.
3) Swordtail
Long caudal fin that resembles a sword.
Often females will change sex to become males as they mature. Bears live young.
4) Black Molly
Very active fish but will generally leave its tankmates unmolested if the tank is planted with adequate fauma. Likes warm water temp like the betta. Needs plenty of Vegtable matter in its diet. Bears live young.
5) White Cloud
Very Hardy species. Tolerates a wide range of temps. Swims at upper level of tank. Eats almost anything offered and is very peaceful.
6) Cory
Great for cleaning debris from the bottom of the tank, and it is also serves a useful function by eating unwanted algae. Most of the day hangs out on lower level of tank. This species is not aggressive and will do well with bettas.
7) Glass Catfish
This species will stay near the mid-levels of tank. Very peaceful and will do well with bettas.

if there is a betta in there no. in case you don't know, betta is just a nick name, bettas are actually siamese (i think i spelled that wrong) fighting fish. so they will fight w/the guppy...
also, guppys need room to swim, and grow.
so to answer your question, you can but if you want your fish to live long don't do it.

a guppy needs a heater and filter as well as a betta fish needs it
guppy's belong in at least a 10 gallon tank with filter and heater
whereas a betta belongs in at least a 2.5 gallon tank with filter, heater and live plant

I would suggest you don't, as guppies live in pairs/groups, if I'm correct, and they need lots of space.
