Team consensus is that lack of accessible and affordable family planning services will lead to more unintended pregnancies, child abuse, and poverty.
You organize a group of other health and human service providers in the county to solve the issue. After much discussion, the public health office decides to offer limited family planning services.

It will never work with the political atmosphere and limits on public funds for abortion and birth control services. It is sad but true.

Abortion is the premeditated murder of a living Child of God who has a Divinely Bestowed Personality. Personality, type mortal human to start out, is given at the instant of conception.
All of those murdered baby Children will be alive and waiting on the next higher Heaven to confront those who did the murder. Count the terrible cost !

Family planning seems to be only focused on how to get rid of the children after the fact.

Have a volunteer group to assemble together to teach abstinence. If more teens and unwed mothers and fathers would have learn how to control their sexual urges we wouldn't have such a mass problem.
