The thing to remember here is you can write decimals as fractions by knowing the "place" the last digit ends:

going from the decimal place to the right:

tenths place
hundreths place
thousandths place... etc.

so, for example: .275
the 2 is in the tenths place, the 7 is in the hundreths place, and the 5 is in the thousandths place.
since we know the last digit (the 5) is in the thousandths place, we can write the number over 1000 (with no decimal):
275/1000

if it were .27 (the 7 being in the hundreths place) we could write is as 27/100.

also make sure and check that the fraction is in lowest terms. for example: 275/1000 = 55/200 = 11/40

So, for your problems:

a) .27 = 27/100
b) 3.104 = 3 104/1000
c) 0.24 = 24/100

For b, you can multiply the denominator (1000) by the integer out front (3) plus the numerator (104) and rewrite as a common fraction: 3104/1000

To convert a decimal to a fraction, count how many digits are after the decimal point. Then put a "1" followed by this many zeros on the bottom and put the digits themselves on top.
For example:
0.27 = 27 / 100

you just have to make them all fractions

for number 1-- you start out with 27/100 because of the amont of decimal places

b 3104/1000
c 24/100 can be reduced to 6/25

to check if you made the right fraction--put the fraction in the calculator like a divison prolem and you should get your answer

for the 1st one 4x+5 = -9 4x = -9 -5 = -14 x = -14/4 = -7/2 = -3.5 the 2d one x -2 = -6 x = -6 +2 = -4 notice that as quickly as shifting a style from the left area to the main appropriate of the = it ameliorations its sign and vice versa so -2 would be +2 on the main appropriate area... wish this is obvious for you.
