He can sing (How well is a matter of opinion :-) ) He did a lot of musical theatre actually.

Teen heart-throb Zac Efron has dismissed speculation he is planning to follow in the footsteps of his "High School Musical" co-stars by recording an album, declaring he wants to focus on acting.
Efron thrilled audiences with his singing and dancing in both "High School Musical" TV movies and "Hairspray", but he is determined to prove himself as a serious actor.
He says, "A lot of people expect me to do singing, but when I started in this business I really wanted to be an actor. Rather selfishly, I chose roles that I would love to watch on screen. I want to do roles with more substance and to show I can change to different characters. Singing is something I'm prepared to do as part a movie, but not as a career. It's really the acting for me."
Efron missed out of the "High School Musical" concert tour last year because he was filming "Hairspray" in Canada, but insists he won't be gracing the stage if his castmates do another tour following the release of "High School Musical 2" later this month.
He adds, "I wouldn't want to tour. I mean I'd love the performing aspect of it, but I want to focus on acting."

He did actually sing on the first album, just not all of the songs. His voice was often blended with another singer's named Andrew Seeley who actually wrote Breakin Free. There's speculation that Seeley wouldn't sell Disney the song unless he could sing it, but again... that's speculation. The official reason given by Disney is that Zac Efron was coming out of puberty and was having trouble with some of the higher notes, therefore some lines were sung by Seeley and some lines were blended with the other singer's. The other actors sang their parts entirely and Zac intends to sing his in future films entirely as well, but he has no intention of going on tour.

Actually when they were making the movie Zac's voice was lower than they wanted so they got him to lip sync in the movie. The Drew guy in the concert actually sang those songs, not Zac. As far as him not being able to sing... i don't know.

Also zac CAN sing!!!!I LUV ZAC EFRON I HAVE BEN A FAN FOR SOO LONG AND I WISH I CAN MEET HIM!!!I HOPE ZAC CAN GO TO THE HSM2 OR 3 CONCERT!

he only sings a little in the first movie but he is mainly dubbed by Drew Seeley.
The reasons he doesn't do the tour:
1) cause he won't have the same voice as the movie
2) and in the rolling stones magazine it says he got really sick of the songss
But he does end up doing his own songs in the 2nd movie cause they wrote the songs for him
