If so, how should you build it? Would pole/piling be necessary? The specific property we're looking at is along a river, which is why the elevation is so low.

Many beach front houses are built on stilts to raise them above sea level.

Is this possible where you are looking to live?

If you are worried about the river flooding, going up 10-20ft, check geological records to show the height of the flood plain in the area, then build above that line.

There is something called the "flood plain", and the property owner is required to supply you with information about it. If your property can be subject to hurricane surges, you can survey the property to find the elevation about sea level and make you decision then. As far as the state is concerned you can build anything you want (county zoning may be more stringent); however, if it too low, you may find you can't get decent flood insurance for it.

They are built on concrete piles or "STILTS"...I have seen them alot in the carlolinas
