Clean it evry time you found dirt on. Sponge and water is THE BEST.... no other solution needed (seriously) additional thing might just destroy your rubber.
Normal cover should be fine as long it covers not only the rubber part but also the stick. Gun case would make it look cooler.
Never use sweats to clean it (like some pros in tv do), oil will ruin your rubber
Heat and cold also will ruin it
Don't put it under pressure except for glueing process
If you found oil on it a little detergent should be fine
The best way is to get a sponsor and don't care bout your racket condition anymore...

There are fewer things in life nicer than those first few shots with a brand new sheet of table tennis rubber right out of the package. This is especially true with a grippy sheet of smooth sponge, with its surface practically grabbing the ball and throwing it back at the opponent with topspin or whatever type of spin players prefer.
If user take a proper care of the smooth rubber surface, your rubber can do this last for long. However, many table tennis players do not clean their rubber properly, and so dust and grime collects or accumulate on the surface sheet, Results rubber to a non-grippy, often inconsistent hitting surface. The ball when compact starts to slide on the surface, and surely you lose spin and consistency.
First user should do is to clean your table tennis rubber surface after each time you finish playing. Some do so with plain water, and that mostly works, but with plain water it doesn’t really get rid off any oils that collect on the surface. That’s why many manufacturer of table tennis product created table tennis rubber cleaners! With Use the rubber cleaner at least somewhat regularly, and wash with water at other times, your rubber surface will retain its grippiness. I myself only use rubber cleaner in tournaments or for important matches at the university, i.e. all of them.
With table tennis rubber cleaner, the cleaning process is very easy just spray the cleaner substance on your rubber and wipe out with a towel. Or if you want To clean with plain water, wet a corner of your towel and wipe the rubber surface with that, then wipe dry again with the rest of the dry towel.
However, it’s not enough to just clean the surface between playing sessions with only plain water – it gets dirty during a session as sweat, oil. If you watch professional table tennis players, you will see a strange thing – many of them will occasionally blow on their paddle and then wipe it off with a towel or on their pants or shirt. (Some will wipe it off with the palm of their hand near the bottom, that apparently is a non-oily part of the hand.) The idea is that by breathing on the paddle, you create a bit moisture, that enough to wipe off the dust and dirt that left on rubber. I myself do this regularly, and recommend you do so as well.
It is especially important to wipe your paddle of regularly if you have a new ball change. New table tennis balls come with some sort of powder all over them, which leaves a dusty mark on your paddle which takes away the grippiness.
If you have a pips-out surface, wiping it with a cloth will help clean the surface of the pips, but it will not do a complete job, that because most pips - out rubber do not have flat surfaces. For pips - out rubber, user might need to clean it with a toothbrush.
If possible You should keep your racket covered when not in use. Normally you do this with a racket case. You can also keep paddle in a clean plastic bag, If you leave your racket out without proper keeping process, the rubber surface will deteriorate more easily in the air.
If you have a long trip to a tournament on a cold day, keep your paddle inside the car with you. You do not want your valuable paddle to get freeze, which will make the rubber dead until it warms up again, which can take a surprisingly long time. I have learned this the hard way.
Take good care of your paddle, and your paddle will pay you by take good care of you!

Um... I wouldn't use fantastic if the first person was refering to the window cleaner. You dont know how the chemicals would react to the rubber, the sponge or the wood of the paddle (especially if you have over a $100 paddle). I would suggest buying some cleaning agents specifically for paddles from table tennis companaies such as Butterfly or Stiga. If not then drizzle some water on it and wipe it dry. DO NOT USE FANTASTIC.

it depends on how important it is for you to keep it clean. If you are a normal recreational player not concerned with spin, you barely have to clean your paddle at all; just make sure it's not collecting dust. On the other hand, if you are concerned with spin and have smooth rubber, then water is okay, covers are good, but if you really want to get serious, order professional stuff from paddle palace, ping-pong.com, etc, etc...

Mild soap and water works best, usually after playing, sometimes before playing.
A paddle cover to protect from light and dirt is what you need.
