No. And Bush wasn't blamed for creating or not stopping Katrina, he was blamed for ignoring the fact that is was going to be a major storm with significant destruction and for failing to act in a timely manner. Same reasons he should be blamed for 9/11. He had a report a month in advance warning of an attack using planes as missiles, yet he ignored that too.

Why would anyone do that? The hurricane is not his fault. Now if the hurricane did some major damage and he failed to respond with help, was slow in providing help, and/or the help was inadequate than he should get the blame for that part of it but not the storm itself. Just like with Katrina, too little, too late.
