I liked someones questions so much, i clicked to add them as a contact, and they have declined AND blocked me from their page. Why?

you're fairly new. this site is having problems with trolls going into a persons account (which you can do if you're a contact) and violating that persons Q&As. then the person loses points and can even get their account deleted.
maybe she/he doesn't trust you yet. there are a lot of people that are not adding any new contacts. i am one of those people. you'll have to get a lot more points for some to be comfortable adding you.

The trolls are adding people as contacts so they can stalk their answers. It's a good idea to email someone and participate in their Q&A for a while before adding them. I know a few who state that they will automatically block unknown contacts.
Sad but true.

I made my entire network private because some guy kept emailing me questions about his penis. And I blocked someone who kept asking me weird religious questions over and over. If all you did was made them a contact, I don't know why they would block you. Maybe they don't want any contacts?

The person who blocked you was probably a troll. Trolls like to keep their crap private.
I've only blocked 1 person because they went berzerk on me for pointing out the fact that there were important elements missing in his riddle, which made it impossible to answer.
He got extremely defensive, he changed his name to mine, and researched me to find out where I lived and other things which all led to me making the decision to block him.
