Did he ever come back, or did the writers just forget about him. I know it references him in awesome-o but does he ever actually come back?

well after he escaped mr.slave's @$$ no one did anything about him so he's pretty much gone. but they're robably gonna make one about him after that reffrence in awsome-o. but the one with paris hilton in "stupid spoiled whore video playset" kinda reminded you of him ;)

I believe the first appearance of Lemmiwinks was in the one where Mr. Garrison was trying to get fired (then sue the school for gay discrimination)--he brought Mr. Slave to class and demonstrated the gerbil thing. And I think he was also in the one with Paris Hilton (when she and Mr. Slave were having the "Whore-Off").

I think that they were supposed to have another episode with him in it but the censors stopped it from ever being aired.
