Well since the Doctor, it has been stated on the program, is 900 and some years old, he is more like the Greek and Roman Gods than the traditional God of Christian belief. Also, since he is only 900+ years, than he could not have created the world since the world is 6011 years old. ( the world having been created in 4004 bce. Of course the other view is the earth is about 3-5 billion years old, so that would still leave out the Doctor.) Great show though.

Dr Who is a Time Lord, but that just means he comes from that race of beings. In the programmes he clearly shows himself to be fallible, thus proving that he can't be God, who is infallible.
Why have you asked 2 questions at once? Not a very philosophical approach.
What your ancestors did, doesn't mean that it is ok for you to do it now. Surely the point of being able to look back at the actions of your ancestors is to learn from their errors, not to use them as an excuse for anti-social behaviour today.

what are you on about.
the Doctor (that is his name not who) is a time lord and the numerology went into some sort of tangent i couldn't follow.
you'd need a legal declaration of war with official signatories to make it legal.
