Can you mention or talk about a movie or song in a movie or tv show without violating copyright? As long as you do not play or show any of the content?

Yes. There is a fair comment and criticism allowed of copyrighted works. One character can say to another, did you see the latest Star Wars movie? The other can respond, yes, I hated it, I haven't seen it, etc. If you wish to play a snippet or some music you will need permission from the holder. With music, you have to pay a royalty.
