1st you need a valid reason for a TRO.
2nd contact your County's Superior Court and they'll provide the required information / paperwork to you.
3. Fill out the paperwork, swear an oath in front of the judge and you should be done. Shouldn't be any cost to you

I don't know... I was wondering that myself. I really wish I could get a restraining order against people from California.
