my dad says if he calls my home phone (from the US) he is paying for the calls, is this true?

Yes.
If you get a phone with a Spanish number he is paying all the cost, that is for mobiles (cell phones) as well as land-lines (phones fixed in the house.)
But the land-lines are cheaper for him.

If you want to phone the cheapest way, either direction, search the web for cheap phone calls.
Often you can get calling cards or very cheap rates that way.
(From the Netherlands I phone for 0.01 Euro per minute to the States, just by searching the cheapest options.)

This is true...if he calls you, he will pay for the calls.

Yes, he is paying. And if he got Skype, it will be really cheap, most probably cheaper than a call within your home town.
